In summary

Our staff at Consumer Rights have been assisting St. Asaph residents in reducing their energy costs and contributing to the UK’s efforts to cut carbon emissions for the past few years.

We are committed to helping St. Asaph homeowners obtain the financial assistance they are entitled to through ECO4 and the Great British Insulation Scheme, which is supported by LA Flex and available to qualifying homes.

So How and Why Do We Do This?

To assist in achieving its goal of Net Zero emissions, the UK government has introduced the ECO4 scheme along with additional grant schemes. By helping St. Asaph and UK households become more energy-efficient, Consumer Rights is proud to support this project.

The Minimum Energy Efficiency Standards (MEES) require a minimum EPC rating of band E for rental properties. The Welsh Government intends to raise the minimum EPC rating for rental homes to band C by 2030 to improve energy efficiency and reduce carbon emissions. Since many properties will need upgrading to meet the new criteria, this will directly affect St. Asaph landlords.

Properties rated F or G may not be legally rented out unless there is a valid exemption.

Housing Stock in St. Asaph

St. Asaph’s housing stock is characterised by a diverse range of property types and ages. The area is predominantly made up of detached and semi-detached homes, including modern bungalows in quiet cul-de-sacs. Period country houses are also common, with some converted into holiday accommodation.

Recent developments have introduced new four-bedroom family homes in estates like Maes Yr Haul. Character properties, such as three-bedroom detached houses in semi-rural settings, add to the area’s charm. While terraced houses are less common, they still form part of the mix. The stock includes both historic properties and newer builds from as recently as 2023, offering modern amenities and high-end finishes.

Many properties also come with substantial plots of land, reflecting the area’s rural nature. This variety caters to different lifestyles, from family residences to retirement bungalows, providing a balance between urban and rural living.

Retrofitting Challenges and Approaches

St. Asaph faces distinct challenges and opportunities in retrofitting properties to improve energy efficiency, shaped by its housing characteristics and local initiatives.

Housing Stock Characteristics:

  • Many homes, particularly older ones, are not connected to mains gas and rely on expensive electric heating systems.

EPC Ratings in St. Asaph:

  • C and above (good efficiency): Around 25–30% of homes in St. Asaph have an EPC rating of C or higher. These homes are moderately efficient but could still benefit from further improvements such as solar panels or modern heating systems.
  • D (average efficiency): The majority of properties fall into band D, with standard insulation and heating systems, but they could be improved further.
  • E (poor efficiency): A smaller percentage are rated E, showing below-average energy efficiency. These homes are prime candidates for ECO4 funding.
  • F–G (very poor efficiency): A minority are rated F or G, with very poor energy efficiency. These homes require significant upgrades to meet modern standards.

Many homes in St. Asaph already meet the first part of the eligibility criteria, as government funding requires properties to have an EPC rating of D or below to qualify.
