Struggling with high energy bills or living in a home that’s hard to keep warm? You’re not alone, and thankfully, help is available.
The Energy Company Obligation (ECO) scheme is a UK government-backed initiative designed to improve the energy efficiency of homes across the country. If you’re on a low income, receiving certain benefits or suffer from a health condition worsened by the cold, you could be eligible for free insulation, a new boiler, or other energy-saving upgrades, all without paying a penny.
But how exactly do you apply for an ECO grant? What qualifies as “eligible”? And is the process as complicated as it sounds? Don’t worry, we’ve broken it down step by step to make it easy.
Applying for ECO4 Funding
Follow this procedure to apply for ECO4 funding:
- Use our online application form, if you are eligible for funding, one of our team will get in touch with you to begin the application process.
- Contact us if you have any questions regarding your application.
- If approved, the installers will schedule a date to assess the property, where they will determine which energy efficiency upgrades will be the most suitable for your home.
Consumer Rights is here to assist you in gaining access to the ECO4 funding, allowing you to install energy-saving measures in your residence. Determine your eligibility and submit an application to gain access to these valuable resources.
ECO4 eligibility
You may be eligible for ECO4 if you receive means tested benefits, have a household income of less than £31,000 per year, or suffer from a health condition exacerbated by the cold.
Qualifying benefits include:
- Income-based job seekers’ allowance
- Income-related employment and support allowance
- Income support
- Pension credit guarantee credit
- Universal credit
- Housing benefit
Being eligible for the ECO4 scheme does not automatically qualify you. Your home also has to be suitable for energy efficiency upgrades, starting with having an EPC of at least a D.
What is the LA Flex scheme?
The LA Flex scheme is one of the opportunities available to homeowners, tenants, and landlords through ECO4. It extends the qualifying criteria, to those outside of receiving means tested benefits. To ensure the scheme reaches as many people as possible, LA Flex encompasses other factors such as low income, and health conditions, into the qualifying criteria.
The following may be available to you through ECO4:
- New heating technologies, including heat pumps and storage heaters
- Internal wall insulation
- Cavity wall insulation
- External wall insulation
- Solar panels

To be eligible for the LA Flex scheme, you must satisfy one or more of the following requirements:
- Low-income: If the household income is less than £31,000 before tax.
- Certain conditions impacted by the cold: Those with respiratory disease, cardiovascular disease, neurobiological disease, cancer, limited mobility, or autoimmune and immunological diseases.
Why are there ECO grants available?
The UK government has committed to reaching net-zero greenhouse gas emissions by 2050, and improving the energy efficiency of homes is a key part of that plan.
ECO4 grants play an important role in this effort. By funding energy-saving upgrades, the scheme not only helps reduce household energy use and bills, it also works to tackle fuel poverty head-on.
The ECO4 programme is backed by major energy suppliers, and it’s expected to create tens of thousands of jobs in the energy efficiency sector. That means a boost not just for the environment, but also for the economy, supporting new employment opportunities while helping households stay warm and save money.
How does an ECO4 grant work?
ECO stands for Energy Company Obligation, a government-backed scheme designed to improve energy efficiency in UK homes.
Under the scheme, energy suppliers that serve a significant share of the domestic market are set individual targets. These targets are based on their market size and require them to help households reduce heating costs by funding energy-saving improvements.
To meet these obligations, suppliers work with approved installers to carry out upgrades such as insulation, heating system replacements, and other efficiency measures.
This means energy companies must prioritise helping households lower their heating bills by supporting the installation of measures that make homes warmer and more efficient.

The importance of energy efficiency
By applying for the ECO4 scheme, you are not only improving your living conditions and reducing your energy bills but also contributing to the larger goal of environmental sustainability and reduced carbon emissions. With climate change becoming an ever-increasing global concern, these small steps at the individual level can add up to significant progress when taken collectively.
Consumer Rights can assist you in determining eligibility, navigating the application process, and installing energy-saving measures in your home.
The future of ECO grants
ECO4 represents the ongoing commitment by the UK government to address carbon emissions and fuel poverty. Similar schemes will likely emerge as we look forward, offering households opportunities to enhance their energy efficiency and sustainability, whilst saving money on their energy bills. ECO4 is expected to run until 31 March 2026 and following this we can expect a new version of the scheme ECO5.`
