A guide to how councils can help you qualify for free home energy upgrades under ECO4 and the Great British Insulation Scheme.

Local Authority Flex (LA Flex) is an eligibility route within both the ECO4 and GBIS schemes that lets councils and local authorities extend the funding for home upgrades, even if the household doesn’t receive benefits.

The government recognises that many households in fuel poverty miss out on ECO4 funding due to the fact they aren’t in receipt of income related benefits, so LA Flex extends the eligibility to these households. It also extends the eligibility criteria of GBIS beyond the primary eligibility route: properties in council tax bands A-D in England, and A-E in Wales. It’s designed to capture people who might otherwise slip through the cracks: low-income earners, or people with health conditions made worse by cold homes.
